UGC Issues Warning to 54 Private Universities on Mandatory Website Disclosures

The University Grants Commission (UGC) has issued a strong warning to 54 state private universities across India for failing to comply with mandatory disclosure norms. The notice highlights serious lapses, as these universities have either not submitted required details under Section 13 of the UGC Act, 1956, or failed to upload essential self-disclosure information on their official websites.
UGC’s Public Self-Disclosure Guidelines 2024
On 10 June 2024, UGC circulated comprehensive guidelines requiring all Higher Education Institutions (HEIs) to ensure transparency and accessibility through their institutional websites. According to the guidelines:
- Every university must maintain a functional website with mandatory information available prominently on the home page.
- The disclosed information must be accessible to all stakeholders—students, faculty, and parents—without the need for registration or login.
- Websites must also have a search facility to make navigation and access easier.
Non-Compliance and Inspection Requirements
The universities under scrutiny were directed to:
- Submit detailed information for inspection purposes along with supporting documents, duly attested by the Registrar.
- Upload the prescribed filled-in format and appendices on their websites with a direct link from the homepage.
- Ensure that the information is not hidden behind paywalls, restricted access, or broken links.
Failure to comply with these directives not only reflects poorly on the institutions’ commitment to transparency in academics but also raises concerns for students seeking admissions into undergraduate, postgraduate, MBA, and PhD programs.
