Key Requirements:
Focus on AI/AGI governance through technology–institution ecosystems.
Strong emphasis on global power, institutional co-evolution, and societal impact.
Contributions should go beyond technical AI performance and examine ecosystem-level governance, labor, talent, and geopolitics.
Overview
This special issue argues that AI and AGI are increasingly embedded in interconnected technological ecosystems rather than existing as standalone tools. It highlights how institutional capacity, university–industry linkages, labor markets, and cross-organization coordination shape where AI capabilities concentrate and how they are governed. The issue is especially interested in work that reframes AI governance as an ecosystem problem involving power concentration, openness versus enclosure, and long-term societal consequences.

Institutional capacity, agglomeration, and AI superpowers.
Governance architectures and responsible design.
Geopolitics and global AI governance.
