Public Management Review invites submissions for a Special Issue on โPlace-Based Strategy Design for Value Creation.โ The special issue seeks to advance understanding of how governments and public service organizations can design context-sensitive strategies to address complex challenges such as social inequality, climate change, public health crises, and digital transformation.
The issue recognizes that traditional, centralized approaches to public management often struggle to address โwicked problemsโ that are deeply embedded within specific social, cultural, institutional, and environmental contexts. It highlights the need for adaptive, collaborative, and ecosystem-based approaches that support sustainable public value creation and resilient communities.
Drawing on perspectives from public service logic, ecosystem thinking, dynamic performance management, and collaborative governance, the special issue aims to explore how place-based strategies can foster equity, transparency, trust, social cohesion, and long-term community wellbeing. It also examines how organizations and local ecosystems can co-evolve through participatory decision-making and innovative governance mechanisms.

The Special Issue places particular emphasis on understanding how public organizations, communities, and stakeholders can co-create value through place-based strategies that align with local conditions and societal needs. It encourages research that integrates organizational capabilities with ecosystem thinking and offers theoretical as well as practical insights into designing more adaptive, inclusive, and resilient public service systems.

โข Abstracts should not exceed 1,000 words (excluding references).
โข Abstracts should clearly articulate the research problem, relevance to the special issue, conceptual or empirical foundations, methodology, and expected contributions.
โข Abstracts must be submitted in Word format to the guest editors.
โข Final manuscripts must conform to Public Management Reviewโs submission guidelines and will undergo a double-blind peer-review process.
โข Feedback from guest editors will be provided by 1 December 2026.
โข Full paper submissions are due by 30 April 2027.
โข The special issue is expected to be published in Q4 2027.
