𝗔𝗯𝗼𝘂𝘁 𝘁𝗵𝗲 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗜𝘀𝘀𝘂𝗲

Public Management Review invites submissions for a Special Issue on “Place-Based Strategy Design for Value Creation.” The special issue seeks to advance understanding of how governments and public service organizations can design context-sensitive strategies to address complex challenges such as social inequality, climate change, public health crises, and digital transformation.

The issue recognizes that traditional, centralized approaches to public management often struggle to address “wicked problems” that are deeply embedded within specific social, cultural, institutional, and environmental contexts. It highlights the need for adaptive, collaborative, and ecosystem-based approaches that support sustainable public value creation and resilient communities.

Drawing on perspectives from public service logic, ecosystem thinking, dynamic performance management, and collaborative governance, the special issue aims to explore how place-based strategies can foster equity, transparency, trust, social cohesion, and long-term community wellbeing. It also examines how organizations and local ecosystems can co-evolve through participatory decision-making and innovative governance mechanisms.

𝗧𝗼𝗽𝗶𝗰𝘀 𝗼𝗳 𝗜𝗻𝘁𝗲𝗿𝗲𝘀𝘁

Submissions may address, but are not limited to:

• Place-sensitive strategic planning in public services
• Public value creation in complex and nested ecosystems
• Integration of inside-out and outside-in strategy perspectives
• Collaborative policy design and implementation
• Adaptive and intelligent performance management systems
• Citizen engagement and participatory governance
• Value creation and value destruction in public service ecosystems
• Cross-sector governance and collaborative platforms
• Resilience, learning, and adaptive governance systems
• Social innovation and sustainable place-based development
• Digital platforms, AI, and digital twins in ecosystem development
• Interdisciplinary approaches to public administration and place-based governance

𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗜𝘀𝘀𝘂𝗲 𝗙𝗼𝗰𝘂𝘀

The Special Issue places particular emphasis on understanding how public organizations, communities, and stakeholders can co-create value through place-based strategies that align with local conditions and societal needs. It encourages research that integrates organizational capabilities with ecosystem thinking and offers theoretical as well as practical insights into designing more adaptive, inclusive, and resilient public service systems.

𝗦𝘂𝗯𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗚𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀

• Abstracts should not exceed 1,000 words (excluding references).
• Abstracts should clearly articulate the research problem, relevance to the special issue, conceptual or empirical foundations, methodology, and expected contributions.
• Abstracts must be submitted in Word format to the guest editors.
• Final manuscripts must conform to Public Management Review’s submission guidelines and will undergo a double-blind peer-review process.
• Feedback from guest editors will be provided by 1 December 2026.
• Full paper submissions are due by 30 April 2027.
• The special issue is expected to be published in Q4 2027.
