Artificial Intelligence (AI) is increasingly being adopted as a tool for governance across Asia, transforming public administration, service delivery, healthcare, policing, surveillance, smart cities, diplomacy, and automated decision-making. As governments and institutions deploy AI technologies to manage populations and address societal challenges, critical questions emerge regarding power, accountability, ethics, transparency, and social justice.
The Asian Journal of Communication invites submissions for its Special Issue titled AI for Governance in Asia: Power, Politics, and Ethics. The issue seeks to shift scholarly attention from the governance of AI to governance by AI, critically examining how AI technologies are designed, deployed, and used to shape governance processes and social order across Asian societies.
Asia presents a particularly important context for studying AI-enabled governance due to its diverse political systems, rapid technological adoption, strong stateโtechnology partnerships, and varying attitudes towards privacy, surveillance, and digital governance. The Special Issue aims to generate nuanced, context-specific insights into the political, ethical, and societal implications of AI-driven governance in the region.

โข AI and propaganda, political communication, and information control
โข AI and international communication and digital diplomacy
โข AI and the Sustainable Development Goals (SDGs)
โข AI applications in labour governance and workforce management
โข Bias, discrimination, and exclusion in AI-enabled governance systems
โข Ethical dilemmas and social inequalities arising from AI adoption
โข Platforms and digital infrastructures for AI governance
โข Stateโtechnology relations and governance partnerships
โข Public resistance, activism, and responses to AI governance initiatives
โข Technological determinism and governance in the age of AI
โข Disciplinary effects of AI-enabled governance on individuals and communities
The Special Issue particularly welcomes studies focusing on Asian contexts, including Southeast Asia and underrepresented populations such as migrants, refugees, children, older adults, and other marginalised communities that have often been overlooked in existing AI scholarship.
