Call for Papers: Fiscal and Monetary Policies in Developing Economies for Navigating Fragmentation Risks

About the Call
Emerging and developing economies are increasingly affected by global fragmentation driven by geopolitical tensions, supply chain disruptions, trade uncertainties, and financial volatility. These developments pose challenges to macroeconomic stability and long-term growth prospects. To address these issues, the Asian Development Bank (ADB) and the ASEAN+3 Macroeconomic Research Office (AMRO) invite submissions of original and unpublished research papers that explore how fiscal and monetary policies can help developing economies navigate fragmentation risks effectively.
Research Themes
Relevant topics include fiscal and monetary policy coordination in fragmented global environments, debt sustainability and fiscal space under fragmentation, global shocks and emerging market resilience, financial fragmentation and capital flow volatility, frameworks for fiscal and monetary policy under uncertainty, comparative analysis of economic policy regimes, countercyclical policies in emerging economies, and trade policy fragmentation with macroeconomic spillovers. Submissions are expected to be policy-relevant, analytically solid, and empirically or theoretically grounded.
Presentation & Publication
Accepted papers will be presented during the in-person conference in Singapore. For each accepted paper, travel and accommodation support will be provided for one author from an ADB member economy. After the conference, selected papers may be considered for inclusion in a special issue of the Journal of International Money and Finance (JIMF) through a fast-track review process, subject to the journal’s standard review and editorial decisions.
Submission Requirements
Authors must submit a full draft paper of around 8,000 words, a 200-word abstract, complete references, and author details including name, position, affiliation, and email address. The corresponding author must be clearly identified. The abstract should outline the purpose of the research, methodology, key findings, and main conclusions.

Eligibility & Evaluation
Submissions must be original, unpublished, and free from copyright, privacy, or third-party conflicts. Evaluation criteria include originality, analytical rigor, policy relevance (with preference for Asian context), and quality of writing and structure.
